Five Chrome Syndicates control the black market economy of District 9. The Iron Lotus handles cybernetic implants, the Glass Circle controls data brokering, the Rust Saints manage pharmaceutical distribution, the Neon Crowns run gambling, and the Silent Choir handles contract enforcement. They maintain a fragile truce through the Accord of Wires, a digital contract stored on a distributed ledger.

District 9 is not a single level but seven stacked sublayers beneath the corporate-owned surface city. Layer One, the Skin, is a thin veneer of legitimate businesses and transit stations. Layer Two, the Marrow, contains the majority of the residential population. Layers Three through Six are progressively more lawless. Layer Seven, the Void, is sealed off and rumoured to contain the failed prototype of the city's original AI governance system.
